vitakka vicara

in context of role in jhana factors, my friend comments:
It is common for people to mis-equate vitakka-vicara with examination/investigation. Once again, it is entirely possible for one to be analyzing/investigating mental qualities without resorting to "directing the mind from one state to another" (vitakka--the function of sankappa is to move the mind from the unskillful states of sensory desire, aversion, and injurious intention--the three unskillful sankappas) or "comparing, evaluating, and adjusting" (vicara--which always involve the mind moving away from the present experience, invoke a certain memory, and perform comparative analysis).
